All fabrics will create a form of insulation at the window but some fabrics have characteristics which perform better than others. 

Thermal fabrics have a metal reflective coating on the back which effectively reflects heat back into the room.  This results in a significant reduction in energy needed to heat the room.  Estimates from the fabrics manufacturers are that around a 12-15% saving on heating costs is easily achievable.
